Job Title Procurement Analyst III-Newport News, VA

Description Sirius Technical Services is seeking a Procurement Analyst III to work a long term assignment in Newport News, VA. Candidate will be responsible for sourceing and purchasing machinery, equipment, tools, raw material, packaging materials, parts, services, and/or supplies necessary for operation of an organization. Duties will include compiling and analyzing statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Confers with suppliers and analyzes suppliers operations to determine factors that affect prices and determines lowest cost consistent with quality, reliability, and ability to meet required schedules. Reviews proposals, negotiates prices, selects or recommends suppliers, analyzes trends, follows up orders placed, verifies delivery, approves payment, and maintains necessary records. May prepare bid packages, so full knowledge of industry practices is necessary. Must independently demonstrate the skill and ability to perform fairly complex professional tasks, problem solving develop solutions to a variety of complex problems. Impact Exerts some influence on the overall objectives and long-range goals of the organization. Erroneous decisions or failure to achieve objectives would normally have a serious effect upon the administration of the organization. Liaison Represents organization as a prime contact on contracts or projects. Interacts with senior internal and external personnel on significant matters often requiring coordination between organizations. May develop and deliver presentations. Bachelors in related field and 6 years of relevant professional experience.: 4 years of relevant experience with a Master's degree This position will focus on procurement of complex and high-dollar commodities for Valves, Filters, and Strainers. Candidates with this background highly preferred. Candidate should have experience in issuing purchase orders and applying analytical skills to gather information, discern best value, develop procurement strategies, and systematically document all transactions leading to negotiation of a contract. Effective communication skills are critical for networking, coordination, and team work to meet strict quality, delivery, and cost deadlines that impact the entire value stream. Candidate should have experience in applying critical thinking skills to perform source selection analysis based on cost or price information and understanding of the supply base. Position may support complex products and manage high-dollar value and/or high-volume procurements that require a great deal of oversight and risk management. This position has the authority to commit funds on behalf of the company and Navy customer and requires a clear understanding of, and compliance with Government procurement guidelines, including FAR and DFAR, as well as familiarity with SAP. Previous DoD Procurement Experience and technical background are a plus. Exposure and/or experience in other areas of the supply chain value stream are a plus. This is a senior level buying position that requires an individual who is capable of working independently, self-manage, and mentor other procurement analysts with less experience
